The core of the building was constructed up to level 5 when in 2011 the developer cut funding for any further construction. The developer was concerned that no pre-let had been established and did not want to continue until tenants had been signed up.  This has left an empty construction site in the centre of The City for over 2 years and has has been given the nickname ‘The Stump’.

Questions over the design of the tower were raised when the developer announced that a re-design would take place in order to reduce the £1 Billion cost of the building. It was recently announced that no significant changed would be made to the external design and the cost saving measures would be found elsewhere.

It is not known when construction of the tower will continue.
